Is photoshop elements good for digital art?
Does it also have the tools like burn and dodge etc.
If not does anyone know any good software for realistic drawing and painting(digital art) for under £150.

First, Adobe CS4 isn’t out yet – CS3 is less than a year old.
CS3 is your best bet – a mix of Illustrator and Photoshop are amazing.
Getting under 150 will be hard – but look at Corel (their Photo one is excellent for renders and almost on par with Photoshop). You may want to look at ebay or a local listing site like craiglist.org (I think that may be US only though still… ?) and see if you can find someone with the programs for less.
